The problem is in Naviagtion from POWL I beleive there is some configuration missing in Standard SAP system. and to add to my woes there is no documentation by SAP on this. The POWL navigation does not find the target application and then calls the SAP GUI transaction SWNWIEX instead of the WD Component.
